New System Information Page - Click Here

On Dec 16th Underground Service Alert of Northern California and Nevada is switching over to our next generation ticket entry system.

Early registration is now open. Use the links below to create your account and familiarize yourself with the system before the cutover.

Please Note:

1) The OneCallAccess (OCA) program is state specific. If you create tickets in California, you will need to use the California version of OCA. If you create tickets in Nevada, you will need to use the Nevada version.

2) You will only be able to submit tickets in the new system after we complete the cutover on midnight of December 16th.

3) Until then, you will need to continue creating tickets in the current Newtin system.

4) After the cutover is complete, you will no longer be able to create or perform secondary actions on tickets within the Newtin system and must use OneCallAccess instead.

California OCA | Nevada OCA

For more information on how to use the new system, including features like Ticket Sharing, visit our Online Ticket Training playlist on YouTube.

If you are a utility member who receives tickets and locates facilities for excavation:

We are currently offering Damage Prevention Portal (DPP) training for utility operators and municipalities to learn about changes to tickets and ways to receive and respond to your tickets. If you have yet to speak to our Member Services department to confirm your account information including your system mapping and ticket destination for our new system, please reach out to them today at memberservices@usan.org or nick.white@usan.org. If you would like to sign up for one of our weekly Wednesday webinars that detail the new member platform (DPP) please use the following link or QR code to sign up:

RSVP for November 30th Utility Member Webinar

If you are a contractor or excavator who submits tickets for your projects:

We are currently offering One Call Access (OCA) training for excavators to get a preliminary look at the ticket entry platform. These trainings will give you an inside look at the changes and improvements made to the ticket entry system, including critical information for you to know about the cutover and how you will need to create and manage your tickets moving forward. If you would like to sign up for one of our bi-weekly webinars on Tuesdays or Thursdays that detail the new One Call Access ticket entry platform, please use the following link or QR code to sign up:

RSVP for a Tuesday Ticket Entry Webinar

RSVP for a Thursday Ticket Entry Webinar

We will have recordings of our webinars on YouTube and our website, along with all the necessary links, training videos and documents to get you up to speed on what you need for this system cutover.

Key Dates to Remember:

  • Every Wednesday: DPP training for utility members
  • Every Tuesday and Thursday: OCA training for contractors and excavators
  • 11/21/22: Date of Mandatory DPP Account Review (approval deadline)
  • 12/12/22: Excavator Early Registration for One Call Access

Our goal is to ensure as smooth as a transition as possible for all of our excavators and utility members, so please make sure you are up to speed on the changes that will be going live on 12/16/22. If you are a utility member it is CRITICAL that you confirm your new account information is up to date with us and that you are aware of the ticket changes that will occur with this transition. Please make sure to join us in one of our upcoming webinars or reach out to us directly to confirm you are prepared for the cutover.

Utility Operator FAQs

How much does it cost to become a member?
There is a $150 annual flat rate fee which is prorated based off when you membership becomes active. The flat rate fee get you the first 200 tickets free. Any tickets you receive over the 200 will then be billed according to what percentage that is compared to all billable tickets by all members divided by the approved budget.

Why am I required to be a member?

4216.1. Every operator of a subsurface installation, except the Department of Transportation, shall become a member of, participate in, and share in the costs of, a regional notification center. Operators of subsurface installations who are members of, participate in, and share in, the costs of a regional notification center, including, but not limited to, the Underground Service Alert—Northern California or the Underground Service Alert—Southern California are in compliance with this section and Section 4216.9. A regional USA North 811 Overview CGA Best Practices - Appendix B CA Government Code 4216 36 notification center shall not charge a fee to a person for notifying the regional notification center to obtain a ticket or to renew a ticket. (Amended by Stats. 2016, Ch. 809, Sec. 3. Effective January 1, 2017.)

How do I update my company contact info?

To update your company contact info please fill out the form at the link below. If you have questions regarding this please send them to memberservices@usanorth811.org

Company Contact Info Update Form

How to I update my service area?

There are 2 ways you can update your service area. The first and easiest option is by using shape files. If you have shape files for your service area then please send them over to memberservices@usanorth811.org. The second option is to use our polygon maintenance editor using the link below. This option requires you to have login credentials first. If you don’t have credentials and are not listed on the membership already then your company representative will have to give permissions first before we can create those for you.
Polygon editor program: newtin.usan.org

How do I respond to tickets I receive?

In response to the receipt of planned excavation reports our members will either 1) mark or stake the horizontal path of their facility; 2) provide information about the location of their facility, or 3) advise the excavator about the clearance, of facilities that they own, operate, and/or maintain.

What is Electronic Positive Response?

Electronic Positive Response (+Res or PosRes) is a system that encourages communication from member utility companies to USA North 811; notifying us of the status of the ticket or the method they chose to respond to a ticket. Excavation law in California and Nevada already requires that all utility members respond to every request they receive by either marking the site, notifying the excavator that the site is clear of their facilities, or providing information to the excavator regarding the location of the facilities (i.e. maps, drawings, etc.). Electronic Positive Response goes one step further by allowing the utility member to then notify USA North 811 how they chose to respond to the ticket. USA North 811 will then publish these responses online allowing contractors, excavators, and homeowners in California and Nevada the ability to check the status of responses to their ticket request online 24×7. At this time, electronic positive response is voluntary in both California and Nevada. Therefore you may not always see an electronic positive response from all utility members posted online. Please make sure and do your due diligence in tracking responses from the utility members on your ticket request. You need to ensure that you have received a response from all utility members on your ticket before proceeding with your digging project. For more information regarding electronic positive response, go online to www.USANorth811.org/posres

What is WebTMS?

WebTMS is our ticket management program that is offered all of our members to help them respond and manage any tickets they receive. If interested, below is a link to our WebTMS sign up form. WebTMS is for our utility members only and will not benefit contractors.
WebTMS Sign up form: http://usanorth811.org/webtms-information-request/

FAQs - DIYer

What is a ticket?

A "ticket" is the industry-wide term that refers to the document you submit through USA North 811, which request the utility members to mark or locate their facilities at your worksite. After submitting your ticket (online or over the phone), you will receive a ticket number that is the reference number for your individual request. Make sure to keep the ticket number assigned to your request for at least the duration of the excavation and preferably longer for your records.

I’m not digging very deep; should I submit a ticket?

Yes. You should contact 811 no matter how deep you are digging, since many cables and pipes lie at extremely shallow depths. If you’re ready to submit a ticket, please click here.

How do I know which utilities were notified of my request?

At the bottom of your ticket is a list of the utility members we notified for you. If you listed an email address on your request, you should receive a copy of your ticket via email. You can also look up a copy of your ticket in your online account

FAQs - Contractor

What are my responsibilities when requesting an area to be check for lines?

  • Provide correct address/site location information and correct locating instructions.
  • Provide valid contact information and respond to questions from utility personnel.
  • Make sure the address is clearly posted at the site.
  • Provide open access to the property (gates unlocked, animals contained, etc.).
  • Write down and follow the dates and times when your request becomes legally active, when it expires, and when it must be updated.
  • Keep the ticket number assigned to your request for at least the duration of the excavation and preferably longer for your records. The number is proof of your request through USA North 811 and allows us to quickly find your request.

I submitted my 811 request, when can I start digging?

You can begin your excavation once the following conditions have been met:

· It is beyond the start time listed on the ticket or the legal notice (two working days’ notice not including the day of notification), whichever is later, has passed and all notified utility members have positively responded to your request.

If the start date and time for your ticket has passed, and one or more of our utility members has yet to respond to your request, please refrain from digging and contact 811 as soon as possible by dialing 8-1-1 so that we may notify the utility member(s) in question regarding their no response. You are not clear to dig until you receive a response from all utility members on your ticket. If you need a copy of your ticket to verify which utility members were notified, please click the “Get a Copy of your Ticket” button located under the “Quick Links’ section at the top of our website.

Who marks the utility lines?

Each utility member is responsible to locate their own facilities. Some utility members utilize in-house locators, while others hire 3rd party locators to mark for them. USA North 811 is not a locating service.

Do I need to pre-mark my dig site?

Yes. Show the utility members exactly where you plan to dig by pre-marking your dig site with white paint. If you don’t have white paint available, you can also use white stakes, white flags, white whiskers, white chalk and even white baking flour. If you neglect to pre-mark your dig site, the utility members may choose not to locate their facilities. For further information regarding pre-marking or delineating your dig site, please watch our "How to Premark" instructional video.

Which lines are going to be marked at my site?

The utility members notified on your ticket are responsible to mark or locate the facilities they own and operate at your dig site. Private utility lines (landscape irrigation and lighting, natural gas line to a barbeque, electrical line to a detached garage or shed, etc) will not be marked since they are not owned by a utility.

I’ve damaged an underground utility line, what do I do?

If the damaged utility line poses a threat to life, health, or public safety, evacuate the worksite (300’ or more upwind from damage) and contact 911 to dispatch emergency services. If you discover or cause any damage (breaks, leaks, nicks, dents, gouges, grooves, or other damage to subsurface installation lines, conduits, coatings, or cathodic protection) you must immediately report it to the affected utility member. You can get the emergency contact information for the damaged utility owner by contacting 811 and notify them that you have damaged a facility at your worksite. Never attempt to fix, repair, pinch, squeeze, zip tie, or bury the damaged facility.

There are utility markings in the area where I planned to dig, how do I proceed?

When digging in an area around utility lines, it is critical that you follow the tolerance zone guidelines. The tolerance zone is an area 24” on either side of the outside diameter (or center line if diameter isn’t provided) of the marked utility line. In the tolerance zone, you are required to excavate using only human powered hand tools.

Are you owned or operated by a utility company? Are you a state agency? Who funds your operation?

USA North 811 is a 501(c)(6) non-profit organization funded by over 1,500 utility owners and governed by 34 board members elected from the membership. We are not directly owned or operated by any utility company and are not an agency of the state of California or Nevada.

Who is responsible to clean up or remove the paint markings after a job is complete?

We recommend that the excavator or person/company requesting the marks to remove the markings when the work is complete. It is the excavator’s responsibility to protect the markings during the excavation, and because they are the only ones who know when a job is done and are also the party that requested the markings, it is recommended that they be the ones who remove the markings when the job is complete.

Can I submit my 811 request online?

Due to high call volumes and increased excavation activity, our 811 phone lines can at times become backlogged with callers waiting to submit their request. Because of this, we always advise our customers to submit their requests online instead. You can sign up for our online ticket system here.

I forgot to submit my 811 request and I’m supposed to start my work tomorrow; can I submit an emergency request?

All excavation requests require a minimum of two working days’ notice prior to the start of excavation. State law identifies which factors qualify a request as an emergency, and if your excavation does not meet those requirements you cannot submit an emergency request. To see if your excavation meets the requirements of an emergency notification, please see the state specific emergency definitions below:

California: “Emergency” means a sudden, unexpected occurrence, involving a clear and imminent danger, demanding immediate action to prevent or mitigate loss of, or damage to, life, health, property, or essential public services.

Nevada: “Emergency” means a sudden, unexpected occurrence that involves clear and imminent danger and requires immediate action to prevent or mitigate loss of life or damage to health, property or essential public services.

I lost my ticket number, where can I look it up?

If you provided us with your email address when you submitted your ticket you would have received a copy of your ticket. Check your email inbox and see if you can find the email copy we sent you. Or you can get a copy of your ticket through your online account. If you still cannot find your ticket, please call 811 and advise the customer service representative that you need help looking up your ticket number.

How will I know if all of the utility members on my ticket have responded to my request?

The utility members listed on your ticket can respond in a number of different ways, including marking the location of their underground facilities at your site, contacting you via email or phone to advise you that your site is clear from any conflict with their underground facilities, or by providing you information about the location of their underground facilities such as maps or as-built plans. You can also check our Positive Response page using your ticket number and the utility members who use the program will record a response to your ticket here. You are required by law to get a response from all utility members on your ticket before you can begin your work.

What do the colors mean?

The utility members will use the American Public Works Association Color Code system to mark their underground facilities for you. The color code is:

White: Proposed Excavation

Pink: Temporary Survey Markings

Red: Electric Power Lines, Cables, Conduit and Lighting Cables

Yellow: Gas, Oil, Steam, Petroleum or Gaseous Materials

Orange: Communication, Alarm or Signal Lines, Cables or Conduits

Blue: Potable Water

Purple: Reclaimed Water, Irrigation and Slurry Lines

Green: Sewers and Drain Lines

A "ticket" is the industry-wide term that refers to the document you submit through USA North 811, which request the utility members to mark or locate their facilities at your worksite. After submitting your ticket (online or over the phone), you will receive a ticket number that is the reference number for your individual request. Your ticket number will begin with either a “W” or an “X” and will be followed by 9 numbers. Make sure to keep the ticket number assigned to your request for at least the duration of the excavation and preferably longer for your records.

I’m not digging very deep; should I submit a ticket?

Yes. You should contact 811 no matter how deep you are digging since many cables and pipes lie at extremely shallow depths. If you’re ready to submit a ticket, please click here.

How do I know which utilities were notified of my request?

At the bottom of your ticket is a list of the utility members we notified for you. If you listed an email address on your request, you should receive a copy of your ticket via email. You can also look up and print a copy of your ticket here

What are my responsibilities when requesting an area to be check for lines?

I submitted my 811 request, when can I start digging?

You can begin your excavation once if the following conditions have been met:

It is beyond the start time listed on the ticket or the legal notice (two working days’ notice not including the day of notification), whichever is later, has passed and all notified utility members have positively responded to your request.

If you need a copy of your ticket to verify which utility members were notified, please click here.

Who marks the utility lines?

Each utility member is responsible to locate their own facilities. Some utility members utilize in house locators, while others hire 3rdparty locators to mark for them.

For further information regarding pre-marking or delineating your dig site, please watch our “How to Premark” instructional video".

For more information about the tolerance zone and hand digging requirements, please click here for California & Nevada requirements .

Are you owned or operated by a utility company? Are you a state agency? Who funds your operation?

What does it cost to submit an 811 request?

Submitting a utility locate request to USA North 811 for your planned dig project is free of charge. The utility members bear the burden of funding the center and the cost of locating the utilities in an effort to provide the public a free service that will prevent or limit damage to underground utilities.

I see spray paint markings at my property, how can I find out who is doing work?

Have you recently hired a contractor to do work at your property (fence project, new pool, landscaping, utility repair, etc)? If so, the markings are most likely due to the contractor submitting an 811 request for your property for that project. Markings at your site might also be due to work that is being done by one of your neighbors if that work is taking place near your shared property line. If you haven’t hired anyone to work at your property, and you have verified with your neighbor that they haven’t as well, please email our Operations Team (centeroperations@usanorth811.org) so they can look and see if there are any open tickets for your address.

If you are working at an address, you can submit your ticket online quickly and easily at www.811express.com. If you are working at any other type of location other than an address, you can sign up for our E-Ticket program that will allow you to submit any type of location online. For information on signing up for E-Tickets, please click here.

I lost my ticket number, where can I look it up?

If you provided us with your email address when you submitted your ticket you would have received a copy of your ticket. Check your email inbox and see if you can find the email copy we sent you. If you cannot track down the email copy, you can look up your ticket using our ticket search program: http://newtin.usan.org/newtinweb/gen_min_ts.html .

You can also check our Positive Response page using your ticket number and the utility members who use the program will record a response to your ticket here as well: http://usanorth811.herokuapp.c.... You are required by law to get a response from all utility members on your ticket before you can begin your work.

The depth of utilities varies by location and by type of utility.
